National Monetisation Pipeline 2.0 is the Union government’s medium-term roadmap for monetising operational public assets between FY 2025-26 and FY 2029-30. Launched by the Finance Minister and developed by NITI Aayog, it aims to unlock value from existing brownfield infrastructure while retaining public ownership. The estimated aggregate monetisation potential is ₹16.72 lakh crore, including about ₹5.8 lakh crore expected as private sector investment. The programme is monitored through an empowered core group under the Cabinet Secretary.
Its core idea is asset recycling: the government does not sell strategic assets outright, but transfers operational and management rights for a defined period through instruments such as PPP concessions, InvITs, Toll-Operate-Transfer models, leases, and royalty-based arrangements. Major sectors covered include highways and logistics parks, railways, power transmission, ports, coal and mining, telecom, civil aviation, petroleum and natural gas pipelines, urban infrastructure, and tourism. Highways remain the single biggest component of the pipeline.
