1. GST Reform — Proposal to Remove Arrest Powers
More than nine years after GST was introduced in July 2017, the government is considering a significant decriminalisation reform by removing arrest powers from the GST framework. The proposal is scheduled for discussion at the GST Council meeting on October 7 and, if approved, may require amendments during Parliament’s Winter Session. The move responds to business concerns that arrest provisions have sometimes produced fear and regulatory overreach. At present, Section 69 of the CGST Act permits authorised arrests for specified serious offences, including fraudulent invoices and wrongful input-tax-credit claims. Between 2021-22 and 2024-25, central GST formations made 887 arrests in 72,393 offence cases. Logic: tax enforcement should deter deliberate fraud without criminalising ordinary commercial disputes. Serious deceit could still be prosecuted through general criminal law. Gist: the reform represents a movement from coercive tax administration towards trust-based compliance and ease of doing business, while retaining mechanisms against intentional fraud.
2. Private Sector Must Lead India’s Next Investment and R&D Cycle
At the Kautilya Economic Conclave, Finance Minister Nirmala Sitharaman called on the private sector to become the principal driver of investment, particularly research and development. India spends only about 0.83% of GDP on R&D, substantially below the OECD-member average cited at the conclave, and the private sector accounts for only about one-third of India’s R&D expenditure. At the same time, investment indicators have strengthened: real Gross Fixed Capital Formation grew 11.9% in the April-June quarter and its nominal share reached 34.3% of GDP. Bank non-food credit was also growing strongly. Logic: sustained high growth cannot indefinitely depend on public capital expenditure; businesses must invest in technology, productivity and innovation. Stand: the government’s next-stage strategy is to convert macroeconomic resilience into productivity, jobs and wider opportunities. Gist: India’s development challenge is shifting from merely creating infrastructure to building a private investment and innovation-led growth model.
