1. FCRA Amendment Bill May Be Sent to JPC after Opposition and Civil-Society Pushback
The Union Government indicated willingness to refer the Foreign Contribution (Regulation) Amendment Bill, 2026 to a Joint Parliamentary Committee after sustained opposition from political parties, churches and civil-society organisations. The principal concern relates to provisions allowing assets created partly or wholly from foreign contributions to vest temporarily—and potentially permanently—in a government-designated authority when an organisation’s FCRA certificate ceases, expires or is not renewed. Critics fear that schools, hospitals and other institutions built over decades using mixed domestic and foreign funds could be affected. The government maintains that the Bill is not directed against any community and argues that stronger regulation is necessary, but has accepted the case for wider deliberation. A JPC can examine clauses, hear stakeholders and recommend amendments, though its recommendations are not binding. The broader gist is that regulation of foreign funding must balance national-security concerns with associational autonomy, property interests, religious freedom and legal predictability, making detailed parliamentary scrutiny preferable to rushed legislation.
