1. Terror Attack on Migrant Workers in Kashmir

Two migrant labourers working at a brick kiln in Kulgam were attacked by terrorists, leaving one dead and another critically injured. The incident was the second targeted attack in the Valley during July and occurred several months after the Pahalgam killings. Migrant workers are particularly vulnerable because they live away from established community networks and often work at isolated construction, agricultural or industrial sites. The logic behind such attacks is to generate fear, disrupt economic normalcy and discourage workers from other states from coming to Jammu and Kashmir. The Lieutenant Governor and political parties condemned the violence, while security agencies intensified area domination and investigation. The institutional stand is that terrorism must not be allowed to undermine employment, mobility or social integration.
