1. Rift within Election Commission — Electoral Rolls and Institutional Credibility
An Indian Express investigation reports an unusual internal disagreement within the three-member Election Commission of India (ECI) during the Special Intensive Revision (SIR) of electoral rolls. Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi reportedly recorded objections at least 14 times in 10 months concerning new-voter registration, deletion and restoration of names, appeals and control of the electoral-roll database. They also questioned what they described as the gradual centralisation of electoral data through ECINet, potentially restricting Electoral Registration Officers who are legally responsible for rolls. The issue has constitutional significance because Article 324 vests election supervision in the Commission, while the 2023 law envisages collective decision-making among its members. Logic: digitisation can increase efficiency, but software architecture should not override statutory authority or due process. Gist: electoral credibility requires transparent databases, decentralised statutory accountability, auditable digital systems and collective institutional decision-making.
