1. GST Council Announces Major Reforms — Easier Refunds and Reduced Arrest Powers
The GST Council, at its 57th meeting, approved reforms intended to simplify tax administration, accelerate refunds and reduce compliance burdens, especially for small businesses. A significant proposal raises the threshold for certain GST-related arrest provisions from ₹1 crore to ₹5 crore, while the threshold for specified penalties increases from ₹25,000 to ₹10,000. The Council also approved measures to reduce litigation, simplify registration and provide faster refunds to eligible exporters. Importantly, GST rates remain unchanged, with future rate decisions expected to follow a more predictable annual schedule. The reforms recognise that complicated procedures, delayed refunds and excessive enforcement can increase business costs even when tax rates remain stable. Article 279A establishes the GST Council as an institution of cooperative fiscal federalism. Gist: Tax reform should focus not only on revenue collection but also on taxpayer trust, predictable administration and ease of doing business. Simpler GST procedures can strengthen voluntary compliance and formalisation.
