1. Centre refers FCRA Amendment Bill to Joint Parliamentary Committee
The Lok Sabha referred the Foreign Contribution (Regulation) Amendment Bill, 2026 to a 31-member Joint Parliamentary Committee amid strong Opposition demands for its withdrawal. The JPC, comprising 21 Lok Sabha and 10 Rajya Sabha members, is expected to report by the first week of the Winter Session. The government maintains that the Bill is intended to regulate foreign contributions and is not directed against minorities. Opposition parties contend that provisions empowering authorities to suspend or cancel FCRA registration and regulate foreign-funded organisations could disproportionately affect NGOs, educational, charitable and minority institutions. Their logic is that financial transparency is necessary, but excessive executive discretion can undermine legitimate civil-society activity. Referral to the JPC offers an opportunity for detailed parliamentary scrutiny and stakeholder consultation. The appropriate democratic stand is to reconcile national-security and financial-accountability concerns with constitutional freedoms of association and religion, ensuring that regulation remains transparent, proportionate and protected against arbitrary application.
