1. Karnataka SIR: 1.07 crore names removed from draft electoral rolls
Karnataka’s draft electoral rolls after the Special Intensive Revision (SIR) have seen about 1.07 crore names removed, reducing the electorate to approximately 4.46 crore. Election authorities attribute a substantial portion of deletions to electors being absent, shifted, dead or duplicated, while some cases involve voters whose enumeration forms were not received. The scale of deletion makes procedural safeguards particularly important. Electoral-roll purification is necessary to eliminate duplicate and ineligible entries, but the democratic cost of wrongly excluding a genuine voter is substantial. Authorities have therefore provided mechanisms for checking draft rolls and filing claims and objections. The underlying logic should be “verify before exclusion”: electoral integrity requires both accurate rolls and protection of universal adult franchise. Large-scale revision must consequently be transparent, auditable and accessible, especially for migrants and vulnerable citizens. The process should provide adequate notice, simple correction procedures and reasoned decisions so that administrative efficiency does not translate into unintended disenfranchisement.
