1. Uttarakhand electoral rolls: Congress alleges bulk voter deletion attempts

The Congress has alleged that unsupervised bulk applications seeking deletion of voters’ names are being processed during the Special Intensive Revision (SIR) of electoral rolls in Uttarakhand. It submitted a memorandum to the Election Commission claiming that numerous Form 7 applications had been filed without adequate verification, including cases where individuals reportedly denied filing them. Similar instances had earlier surfaced in Rajasthan, Gujarat and Assam. Election officials maintain that every objection must undergo verification and that both the objector and affected elector receive notices before deletion. The controversy highlights the fundamental tension between electoral-roll purification and protection against wrongful disenfranchisement. Removing deceased, shifted or duplicate electors is necessary for electoral integrity, but mass deletion without traceable applicants and due process can undermine voting rights. The sound institutional approach is transparent verification, auditable digital records, notice to affected voters and reasoned decisions. Electoral-roll revision must strengthen public confidence rather than create suspicion about partisan manipulation.
